I can see the video…I might be a caliper issue as well…have you checked the brake pads as well?
I was thinking…have you tried to reset the actuator?

i have only bled the brakes at this point. nothing is hot after driving so i wasn’t terribly concerned and have not disassembled anything as of yet. what should i go after first? calipers? where is the actuator? i am new to this type of set up. thanks all!
I would start with the actuator first…

I can see the video now. That almost sounds like the caliper is rubbing on the disk.

this is the surge actuator i have, https://www.roadkingtrailers.com/DX6.6OwnersManual.pdf.
It's a dexter 6.6 ... I don't know how to re-set the actuator. It's like there's too much pressure going to the calipers causing them to drag a wee bit (both sides equally it appears). Is there a way to back off the pressure? I've tried reducing the gain from my truck but it doesn't matter whether it's max or minimum... and i don't think that's how surge brakes work anyways. I've re-bled the brakes as well, no air at all. Is this thing adjustable at all?

I would also check for debris between the brake pad and rotor, also for pad wear as it could be the shim rubbing.
