    Default Surge brake problem

I have a new to me 2007 Skeeter with an EZ loader random axle trailer with A 60 surge brake actuator, the brakes are on the front axle. The problem I am having is the tires locking up and sliding with normal stopping. They will lock up also if I am going down an moderate incline. I have bled the brakes, replaced the shock in the actuator, moved the boat forward on the trailer and lowered my hitch. Nothing so far has cured my issue. Thank you in advance!

I found this on troubleshooting surge brakes. Maybe it will help you. I know a buddy of mine had them on a trailer one time and they gave him such grief he sold the trailer.

It almost sounds like someone installed the brake linings in the wrong position.
