Looks like 12. Is this a new tach or did it just start doing this?

None of the settings brings it down to where the rpms should be?

Since that is wanting to be set for pulses, 6 would be the correct setting. Another words the stator has 12 poles producing 6 pulses for the tach and rectifier. Try turning the adjustment screw back and forth many times stopping at 6. This often cleans corrosion of the very small contacts inside the tach. If this don't help check your charging circuit. If it is working correctly then the tach is probably bad.
