E trailer shows a steel replacement wheel. I would think that steel wheel would be rough on the concrete
anyone make a steel trailer jack wheel? the plastic ones get out of round because i have to push my boat out of garage on the concrete or beat the heck out of it with a 2x4 to point the wheel in the direction i need to go.

Swap the jack with one that has dual wheels, will roll and steer much easier.
Trailer Dolly..
I had a duel wheel trailer jack on a heavy boat, worked well but may be you would be better off to get a trailer Dolly.. Northern tool has several models, not cheap but will give you more control over the boat. A local guy here got pinned between boat and tow vehicle killing him. I think he was moving boat into or out of garage OR he had unhooked it, it rolled down hill and it crushed him into back of tow vehicle??? Either way. Be careful...
I googled searched the death of the local man in 2015..from what I gather from what I read he was pinned against the tow vehicle when his trailer jack failed (Maybe swivel jack folded, not locked?) The boat and trailer rolled and pinned him against The tow vehicle. This was at his home on his sloped driveway.
Glad you’re talking about being on concrete. I had a two wheeled dolly that went into the hitch coupler and had a t handle to move it with. I have a 16’ Jon I was trying to move and it didn’t work worth a hoot on level grass. Mine had hand truck looking wheels on it. Just input.

The building I used to park the boat under was slightly down hill so I had to pull the boat up to the truck. Advancements in back up cameras means I can put the ball under the tongue of the trailer. If I had to move a heavy boat in difficult terrain I would use one of the jacks that let you power the wheels with a hand crank. Steer it to the direction that you want and crank the handle to make the wheels crawl the boat into position.

How big of boat you trying to move around. Single or tandem axle?

I had some similar issues moving my boat out of the garage (wheel not turning ). I took the wheel off and put a washer on each side of the caster to keep it from wanting to dig into the wheel bracket. Look at yours and see if it sits center in the bracket or to one side.
