I had an Evinrude tiller steer and the linkage under the cowling could be adjusted. I would think it would be there or the cable but I'm just guessing there. Good luck.
I have just recently purchased a 2001 Javelin which has a 2001 Johnson 115 on it. I have been trying to research on my own but can't seem to Google the right way of going about it so I figured I would ask someone here if they may know the answer to this. If the throttle is in the locked neutral position the engine will not attempt to turn over. But if I squeeze the detent and ride the throttle forward slightly the motor will engage and start. Is there an adjustment for this, such as adjusting the switch itself or do I need to adjust the shift or throttle cable to compensate? And if the cables need adjustment which one do you adjust and do you adjust it at the motor or at the control box.

Motor. Start with the easiest first.

You can adjust the cable at the motor, but it's important that it engages far enough in both forward and reverse to engage the lower unit gears all the way, or damage could result.
You may find that when neutral is adjusted where it's supposed to be, it no longer engages far enough into forward gear, in which case there is an issue somewhere.
First put shift lever in neutral position, go to shift lever/arm at motor, disconnect cable from it and then wiggle it slightly. Then see if it starts ok. If it does it may just take a slight adjustment on cable end to get it to center. If it looks like it might take much of a adjustment then look to see if the neutral safety switch can be adjusted. It may for what ever reason been moved. Like a time said you don’t want to adjust cable to the point you don’t fully engage forward or reverse.

Thanks. I'll definitely give that a shot. I don't have to move the throttle forward very far at all probably half inch or so to get the starter to engage. Then it takes another inch or so past that for the motor to go in gear. I just wasn't sure due to my lack of experience if it was an adjustment issue or a wore out switch problem

The neutral safety switch your looking for , might be in remote control box. Remove motor cover and have someone move remote handle, look at linkage on starboard side of motor , look and see if there is a switch there. If not . it will be in remote box.
