I may be wrong but thinking I've read some where that the elbow fittings can clog . If a duel pulse ? But before my time. I was 10 years old. Ha. Ha.

That's a possibility but not an issue regarding this motor as there are no elbow fittings. Fuel enters the bottom carburetor from the nipple coming straight down from the bottom then the fuel leaves the bottom carburetor through a fitting at a 90° and then enters the top carburetor via a nipple 90° to that as well. It is just a loop with a smooth radius between the two carburetors. All fuel line is new with stainless hose clamps

Was talking about pulse line fittings on crankcase.
Are the fitting stop up ?
I don't think so, like I said before when I rev the engine I can see fuel being sprayed back toward the reeds if there was a blockage I don't think i would see any fuel.

Pull the top carb back down and put a new gasket kit in it. There's a small round gasket that seals off the center of the fuel bowl. If it's not doing it's job, it will allow air to be pulled through the carb and not fuel. When you place your hand over the front of the carb, you dramatically increase the vacuum signal to the main jet and will get lots of fuel, even if the seal has failed.
As for the fuel pump, if memory serves me on that model, it mounts to the side of the block and requires that the hole that you have plugged be mated with a hole in the side of the block. It is the main pulse signal for the pump. By placing the set screw in the port, you have created a sealed chamber behind the diaphragm. It cannot freely flex back and forth. The other hose fed line you mentioned is a secondary pulse line.
As for the reeds, if they were bad, the carb would be sneezing lots of fuel out the front of the carb.

The carburetor is not leaking fuel at idle. Regarding the fuel pump it mounts to the side of the Breather box on the front of the two carburetors. I blocked the port on the back of the fuel pump because the original fuel pump did not have that on the back. I actually returned the first fuel pump that I ordered thinking that I had ordered the wrong part because of the hole in the back of the pump but when you search for a fuel pump for my motor that is the pump you get now. The donor motor that I have is a 1976 and the fuel pump mounts the way you were referring to.
