Is it turning over? Is the starter engaging?
Is it attempting to start?
Is there fuel getting past the filter? Is there fuel coming out of the pump?
Are you getting spark?

I have a 2006 Mercury 90hp elptp 2 stroke. Over the life of the motor it has occasionally decided not to start. It will always start cold and run fine. The problem Is restarting after a fishing session. If it doesn’t start right off I might need to choke it and usually it will run just fine. Then it will just choose to not start and nothing will work. At one time I thought it was because the motor was trimmed up but not this time. I replaced plugs, fuel line and bulb as well as the filter. Thought I had it fixed then it happened again last trip. Really don’t know what else it could be. I know that when I have a little trouble starting and I choke it, it will usually start but does not rev up to full speed like normal. Any ideas?

It will try to start but if it dies then you can’t get anything. The ball is firm and you can smell a little gas but in the past that was how it would go ahead and start. I’m not sure. Talking to ripinlips and we think it might need to have the carburetors tuned up. Bought the boat in 2006 and never had to do anything but lower unit oil, impellers, plugs and coil packs. Been a pretty good boat up until this. Just a little additional info. When I try to start after sitting for a while I usually have to add a little choke. It acts like it is going to run but it doesn’t actually rev up like it does on a cold start.

Sounds like some carb work is probably in order.
I highly recommend you run fuel stabilizer in your boat all the time at the recommended mix, regardless of type of fuel. I use Mercury Quicksilver Stabilizer, recommended one ounce to ten gallons of fuel, and have had no problems. I use it in my mowers, weed eater, and pressure washer too (And my pressure washer only gets ran once or twice a year in the spring, for about 12 years, never a problem). Best price I have found is at Walmart, a bottle lasts a long time, and the price is not bad.
I no longer go along with the theory of unplug the lines and run the motor out of fuel. Contrary to popular belief, it does not get all the fuel out, residue remains, and it dries to a sticky goo. I recently rebuilt a Welbro carb for a friend who did such, and man what a mess inside it was.
If you go with the carb work, I recommend you replace all fuel lines with the proper type, a new bulb, and start anew.
In the meantime, pull your plugs and look them over, they may have a story to tell you. Incidentally, I clean my plugs with the wire wheel on the left end of my bench grinder, cleans them up like new money. Threads too, then anti seize the threads. All my plugs get this, except iridiums, of course.

Thanks already run stabilizer all the time. First thing I tried was new fuel line/bulb and
Replaced the filter. Also replaced the plugs.

good luck with that jeff! my toon buddy had similar issues and it turned out he had a few parts missing on his carb and had to be adjusted.
Carbs is my vote. You've changed everything else.
Replace your fuel pump
Fuel lines get clogged from the inside out,,,mine got so bad going from fuel filter to my vst, on my merc 200 efi, I couldn’t blow through a 3/8” fuel line...so pull off and end and try blowing threw each section until you find the one collapsed...those smaller fuel lines around engine do go bad....

Try someone else's gas tank and gas line before trying anything as this may be your trouble. Like Takeem said gas lines go bad a lot.
