What about the upper water tube seal, #11 in the diagram you posted earlier?
Regarding water pressure, it is the same or a shade better now than before i changed the impeller and plate and whatnot. It has never been what i would call strong. I've seen some guy's motors with enough of a stream to cut you. Mind always been a been of a spurt unless in running.

Regarding the upper seal, what would it do? I can see the top of the water tube where it dumps into the exhaust side plate. It didn't look out of the ordinary.
I'll take a picture of it and see what yall think.
I don't typically get this far into an engine. But is anyone else concerned that the bottom cylinder is running so rich while the top looks to be a tad too lean? Or is the top just hotter and burning off the oil better? The top piston and cylinder look to be slightly scored...but, pictures.
If the upper water tube seal was damaged, you'd be losing water before it ever got to the power head.
The middle and top cylinder will run hotter since they are the last to get water, which may be the case since the top cylinder has scored a little.
If you wanted to quickly check oiling, just premix, unhook the throttle rod on the oil pump, leave the oil tank and stuff installed. It will still inject a little oil, but the ratio at idle is something like 100:1, not near enough to foul plugs or cause other problems. I doubt that it is the culprit, but it's not hard to check.
I how those are in order. Should be top, middle, bottom cylinders showing side of piston through exhaust and face of piston.
Looks like the top cylinder is scored the worst. That's not really super concerning yet, but likely a symptom of the issue that you're experiencing.
Just to cover all the bases, the motor is mounted at about the right height on the boat? Doesn't take much to crank up a jack plate and starve for water. Ever had it alarm on muffs or in a barrel?
Have you checked the passage between the grates in the lower unit and water pump for obstructions?
does this have a single carb or 3? IF 3 I would expect to see a variance in each cylinder. If 1, I would think all 3 would show similar oil and carbon. If 3, why are 2 getting less oil, carbs need adjusted or clogged?
