Looking at that and parts diagram, I’m going to say loosen screws in that color, tap it back up to the shaft pressing that bearing back up into color and then tighten clamping screws back up.
I am submitting a picture of the problem location on my trolling motor. I am a newbie to trolling motor repair so I was hoping someone on here could look at this and tell me exactly what the problem is, what needs to be fixed, and at least some idea of how to go about fixing it. Thanks in advance for any help!

Maybe check up top under cover by the steering indicator. If I'm thinking right there a clip up there that hold that shaft up, maybe it came off
