Sounds like you have a problem internally on the ignition switch. I’m making the assumption you turn switch off then turn it back on before rope starting.
I have an issue with my boat, it will crank with a rope but will not crank with the key. As long as you have the key turned " all the way" over and the engine is spinning the plugs aren't firing. They will fire/ spark mabey one time as soon as the engine starts spinning over and then again when you turn the key loose. It will not bust off and crank. You can leave the key in the on position,put the rope on the flywheel and pull start it, it'll bust right off. Any suggestions.

I would suspect switch problems too or a bad connection somewhere. Try this. Turn the key just to the run position. Then jump the starter solenoid to start it and see what happens.
Not sure if it would be the same, but some of my old farm tractors with battery ignition wont start if the battery is a little weak the starter will draw to much power off they'll loose spark, but I can hand crank them and they'll start right up. You could try jumper cables or hook up a battery charger when you crank it over.

Central Minn is correct. Check the battery condition, cables and starter in this order. If the battery voltage drops below 9.5 volts, while cranking, the powerpack is the first thing to lose power. That's why it sparks when you first hit the key and when you let off.
The ignition system on that motor is fed by the stator, not the battery. Two most likely problems would be a bad switch that is supplying a ground to the kill circuit when key is in the "start" position or the starter is turning too slow to provide adequate engine rpm. If the starter action is strong and not dragging, disconnect the black/yellow wire from the powerpack and retest. If the starter seems to be sluggish, re-test for spark without spark plugs installed. If a weak battery, bad battery cable or troubled starter is the issue, you will likely see spark with no plugs installed (faster engine rpm). One of these two tests should pinpoint the problem.
