Sounds like you have a float sticking and letting it flood a little. Extra gas causing it to idle up.

Current symptom- idling high. Was doing ok until recently. It would always "cough" when idling in neutral, doesn't in gear. I think I have a video of it, if it would help, to explain the "coughing".
Had idle set around 850 - 900 rpm. Recently it went to 1200-1400 rpm. Had a fuel leak at the pump, fixed that, and reset the idle back to 850-900rpm in the trash can at home.
Next trip it did fine at first, idled while I got rods out and such, drove ½ mile, stopped and fished. Refired, idle in neutral, was up to 12-1400 again. I fought with it all day, adjusting up and down. Had it set around 1000rpm before i left. Any lower, and it would keep dropping and die.
I did notice fuel on the bottom of the plastic cover, mounted on the front of the carbs. Is it flooding? Float or needle stuck? Bad Reed's ?
I was on a 500 acre lake, burned about 2 gallons, made maybe a full lap. I'm thinking that's excessive.

It could. Also if it happened to be sucking air could cause both symptoms at times. One thing you can do also is with it running like that. Load on trailer without Erving it up if you can. Pull out of water and check plugs. Probably have one kinda wet would tell you which carb to start looking at.

Ran it on garden hose, pulled the plugs, bottom one was wet.
Removed the carbs, found the plug for idle jet laying in the bowl of bottom carb. With this, I removed the top bowl also, when I turned back right side up, that plug fell out also.
Im guessing these need replaced. With any luck, I'm going to spend as much or more in shipping. Is their anything else recommended to get also?

Get the o-ring gasket for the bottom carb. If you go back with the used one, fuel can divert around the needle if the o-ring fails.
