Sure can. Internal filters (inside the cowel) are usually debri type filters. They are the small cartridge type. Rust, dirt, and other deposits get collected in this filter. I change mine every year.
If a fuel/water seperator is inline prior to going in to the motor housing this would "pre filter" the same debri's. They can also become saturated and eventually stop filtering what they are designed to do.

I put one on a boat I had a while back and went thru 2 filters real quick like. After that everything was fine. Its a wonder the carbs didn't clog up before I put them on.

what color are your fuel lines ??? if the lines are grey ; change them that fuel line has a clear inter tube inside that comes apart due to ethanol gas clogging the line restricting the fuel flow !!! go to a parts store and buy ethanol rated fuel line and be done with it !!! hope this helps !!!!
