I would say the latter of the two, your going to have to suck up to an OMC mechanic somewhere that may have a system check gauge or tach that you can plug in to see it the lights come back, the self test on the warning horn well that's only good for maybe 30 seconds of being on, so when it ran out of gas the alarm should have gone off, and after a short time the horn melts. The two work together but are not one in the same, need to find the gauge to test it, don't go buy one as its $150.00 or better and no one will take a return on electronic parts
