One other thing you should check is the inside of the fuel line itself, the older fuel lines cannot take ethanol and will degrade the inside causing it to flake and plug the line or fuel filter.
I have used starter fluid when I couldn't get mine to fire and engine lived to tell about it. I didn't know at the time you could damage your engine. Still doubt the quick little shot I gave mine would cause any issues. If yours is a Yamaha and has the "Prime Start' (no choke) feature I can tell you how I fixed mine, sorta.

If you have a timming lite,use that to check and see if coils are working,I use mine to check my outboard if im checking for spark,use your volt meter on restance scale to check your plugs,on lowest scale if you get a reading most of the time there good.If it is a resistor type plug you will have a higher reading, you can check your coils with a battery to check for spark, lift ground wire to coil and connect neg side of battery to frame of coil,now tap gnd wire of coil to positive side of battery with plug out and grounded to frame of coil,you can use a 9 volt battery sometimes, if good, it will spark....if all is good go to carbs...
Please tell me how you sorta fixed it. I've got a 2003 Yamaha 90 and it's almost impossible to get it started after it's been sitting over 2 or 3 weeks. Once it cranks the first time it's fine. I've got where now I take the hood off when I get to the ramp, and get it started using the emergency start before I launch.
Im thinking that if you have an external fuel tank, check and see if you dont need to loosen you fuel cap some so that the fuel pump does not have to suck against the vacuum in that tank, I know on my 5.5 hp outboard with an external tank it will not suck fuel from the tank if the fuel cap is not loosened off,more than once has this happened to me when i was on the lake, motor dies and many frusterating things I try.then I find out all that it was,was a fuel cap on to tight and vacuum was causing fuel not getting to carbs...Am I the only one that does this.........jerry
Also pump that fuel primer bulb up till its good and tight thin you know theres fuel in those carbs. if you cant pump it till it gets tight, then you hav a fuel leak some where, between the tank to the carbs, and even inside the carbs.....
I turned the prime start lever slightly toward the emergency start position. It was pointing at 11 o'clock in the normal position, I turned to between 12 and 1 and left it. It would crank right away in that position. A word of caution though. I have fouled a couple of plugs doing this, making me think it is too rich a mixture. I have just turned it back to the normal run position and will be testing that.
I may have been part of the problem to begin with. I was use to having to fiddle with choke and fast idle lever on previous motors. This motor, you touch nothing. Just hit it for 5 second bursts, pause a few seconds and hit it again. It is important to have the bulb pumped up tight too. Now mine usually starts if cold in the 2nd or 3rd crank. I was fooling with the fast idle if it didn't crank right off and I probably flooded it.
Just replaced the trim motor and my mechanic said the two weak points on these motors was the trim motor and the prime start (or fuel enrichment) system.
