Default EJ 115 star flight ?

I have a 77 Rajun Cajun with this motor. I think the guy that had it before me put the wrong control on it when he replaced them. It seems too long. Cables all coiled up in the back. When I set it so that the butterflies are WO when it's at full throttle it idles what seems to me like really high. But if I set it so that it idles normal and throttle it it falls flat on its face and even dies sometimes. Any help would be appreciated. If anyone knows where I can get the right control for it that would be great. When it works it runs across the lake like a scalded dog but those times have been few and far between. The boat is 16'
    Thanks

Firstly - what is an EJ 115 Star Flight? May I assume you are talking about an Evinrude 115 V4 Starflight?

When setting the throttle position the butterflies for multiple carbs should be closed at idle. The engine should idle off the idle jets. If it does not I would start with fresh gas, and new plugs. If that did not clear up the problem I would look at rebuilding the carbs. The butterflies should be horizontal at full throttle. The length of the control cables should have NO affect on this. Now if the control box is incorrect it MAY not have the correct length of how much it pulls the cable to implement full throttle on the motor.

Take the model number off the motor clamp and look up the control box here to determine if you have the correct one.

And if I am correct about the model of the motor I have no doubt a 16' boat will be fast with a 115HP motor.
