oh..it is manual pull...
I've got an 80's model Evinrude 6 hp that just will not start. Last time out,it coughed, sputtered and died a couple of times after short runs. When I first got it with used 14 ft boat ,it ran pretty good and had been told the carb had been rebuilt. I have clear gas lines and can see that it is getting gas. It does have a new fuel pump because it had been cutting out and that helped for a while. When I try to start it it doesn't even try! I do see gas coming out of from of carb after 6-8 pulls and it also weeps out of the seal on the right side of carb above the bowl. Do I probably need a new carb and how much will that be if necessary? or maybe just that seal? I know I shouldn't be seeing that.........Thanks for any ideas!!
I would pull plug first and see how wet it is. If you have enough gas in there that it's leaking back out the front it's probably flooding and drowning your plug. Sounds to me like you need to go through the carb again. I wouldn't jump on the new carb bandwagon just yet.

I would start with a spark test using a tester with adjustable gap...spark should jump close to 3/8" on both cylinders. Next I would do a compression test using a screw in pressure gauge. Remove both plugs screw in the tester and pull 3 or 4 times and read the pressure. Compression should be within 10% on both cylinders...small engine like this may run as low as low as 60 psig and still perform good in my experience.
These are both quick tests take less than 15 minutes to do and the spark tester and compression tester can be picked up for about $25 and now you know the basic condition of your motor. After doing both of these I would then spray a little oil and fuel mix in the throat of the carb and choke the motor and see if it tries to crank, if so a carb rebuild would be next. Never use starting fluid as it does not lube the motor. Not complicated and some good articles and videos on the net on how to do the carb rebuild.
If you don't have access to one, go to auto zone, pay to rent one then when you take it back you get your money back.

I have the compression tester from Harbor Freight which was $20-25. I like it; works well.
It sounds to me like you are flooding it from running too rich. If it's coming out of the carb weep hole then either the float height is set incorrectly or the inlet needle is worn or damaged and never fully shutting off the fuel. Despite that best to still do the spark and compression test....that way you know that the motor is in otherwise good condition and the problems are solely due to fuel/air delivery.
Depending on your year model, there is some excellent info at the link below.

I had an 84 model Evinrude one time had a bad head gasket leaking between cylinders. A new one fixed it. The new one had a metal ring in the gasket to seal around the cylinder..the old one did not. It was an easy repair did it myself and I ain't much of a wrench. Ain't saying that's it just saying...
I'd check the spark , if you had spark it should have gone up in flames with fuel leaking every where , at least kicked back .
