Default Fiberglass leaving splinters, looking for quick/easy repair?

This isn't a boat but on a 4wheeler like the one pictured. I placed arrows to point at the areas of concern. It's gotten so bad that I can't use it without getting fiberglass spinters in my hands and arms. I'm looking for a quick repair that will last a little while. Can I just run an sos pad to clean and roughen and then paint with krylon?

If it were mine , I would get a can of clear fiber glass resin , mix it in small amounts and brush it on . I'd use cheap throw away brushes .

Most of those four wheelers are ABS plastic not fiberglass.......Walmart has some spray paint called Fusion that is made for plastic....I have been useing it and it works good.
I have spent most my life fishing........the rest I wasted.

If it really is fiberglass it is delaminating probably from sun exposure. If that is the case I would sand smothe and do like Minus 1 said, paint on a thin coat of clear resin. If it is the plastic I would sand and coat good with the paint G suggested. If that does not work and you are not real particular, I would get some rhino lining tape off and put a good coat of that on it.
