Default No Start on 40hp Evinrude - where's neutral safety switch?

I got me a project boat. Neighbor can't fish with it anymore and it's been sitting for a bit.

This is it, I took the seats out and the front deck. Have to redo some carpet, and maybe replace some wood. I'll have to see after it all dries out good. Its been wet and moldy for about the last year. Prior to that it was garage kept. They shoulda never put it outside with a leaky cover. Oh well, stuff happens.

Nice clean boat on the outside, no pier rash.

So here's what's going on. It won't start. Won't even turn over (no click, no noise). If I jump the wire on the solenoid, it turns right over, but it won't turn over with the key. Seems like it could be a bad ignition key switch, or more likely bad neutral safety switch. The thing is, I can't find the darn thing.

1997 Boat, but engine is a 1995 I believe. E40TELEOD, Tiller Steer. It had the oil injection system, but that was all disconnected.

I would think it was down there somewhere.

And I got to wonder if maybe the switch has been removed, and someone grounded the wire out there with the white wire to bypass it.

I believe this is what it looks like!

And if the neutral safety switch is bypassed, then I guess the next place to look is the ignition key switch. What wires do I jump to test it though! hmmm

    Thank for your help.

This is what the inside of the boat is supposed to look like. I found this identical one on Ebay. It's a tiller steer deep V, exactly what Billbob fishes with (except smaller, I think his LUND is 18' long). I'll look like his twin on the water! lol

I don't know, I can't seem to find it unless it's buried somewhere in there. That's why I'm asking. Does anyone know on this specific model if it's a hard to find thing, or is it sticking out there in front of me, and I can't see the forest through the trees!

    ED,
I think what 65pontiac is asking is the kill switch been tripped !!!

This? It's on the tiller steer arm. Nope, it's not tripped. I tripped and untripped it to check/help contacts (still could be bad though).

But won't it still turn over if that's tripped? Doesn't it just cut spark? Dono

It turns right over strongly when I jump the solenoid. And the battery seems to have taken a full charge in a couple hours. And it's got water in the cells. But you never know about batteries. I've not used this one before, it was on the boat when I got it. Looks new though too. But like I said, it does turn the motor over and over when you jump the solenoid so I have to think it's good enough.
