I have had some that didn't get hard but as long ass I didn't hear air sloshing around in the bulb it ran fine
have 2001 90hp. mercury,, put a new primer bulb ( mercury oem part) , when i prime it , it does'nt get hard. had it on the muffs yesterday and it seem to run fine. backed it into the garage and was putting the transom saver on and noticed some gas leaking out from under the motor cover. the black cover that goes over the carbs has a gasket on the bootom that is bad and going to replace, just figured that was the problem there. but the bulb is concerning me.

Try holding it vertical with arrows pointing up. I think these new ones have a different check ball in them

thanks guys,,, i do remember on the dirctions , it did say to mount with arrow pointing up, but with my gas lines on this bass boat , it sets horizontal,, hope it'll be ok
I had to shorten the fuel line from the bulb to the outboard on my bass boat to keep the OMC ball primed up in the vertical position. The motor would struggle to start with it horizontal like it was struggling to get fuel...it was!
