Use an automotive paint gun - there is guy here local that dose it to some boats, he water sands the boat with fine grit sand paper. He preps the boat real well with tack rags and paint thinner then sprays on Clearcoat. He puts on several coats of clear and lets it cure in the bright sun after each coat. Its unbeivable what a good clearcoat job can do for a boat. I am not sure what type of clearcoat he uses but I bet your local paint and body shop can tell you...

If your top coat has glitter in and you sand you will expose the glitter and change the look of the boat. as it oxidises further the exposed glitter will become exposed sharp edges. Rub with the fast cut (orange color) compound and finish with the slow cut(white) and wax. If no glitter, treat it like a car finish. Sand, buff and wax. My .02.
