In my experience it becomes a tangled mess pretty easily
I fish braid which ends in a double loop. To those loops, I tie on a 4 or 5 foot long piece of 4 lb test mono. I slip a jig and run it up the mono, for now. Then I tie a 2nd jig to the end of the mono with a loop knot. Then I position the 2nd jig about 2 feet up the leader from the jig on the end and tie on the second jig with a second loop knot. This is mostly for brushpile fishing. But changing that second jig, the one up the leader is tough. So , what if I used 2 leaders, one shorter than the other, each with a jig on the end? Would they be subject to tangle? Has anyone ever tried this, and if so, how did it work out for you?

I would think, unless the bottom jig was WAY heavier than the top jig, that you would indeed end up with a tangled mess. You may end up with that same mess even with the heavier bottom jig.
I rig my double jigs in a similar fashion (with the exception of braid/leader). I use 6lb test with a loop knot for the top jig & Improved Clinch for the bottom jig and the two are no more than 12" apart (when hanging in the air).
I do sympathize with you on the account of breaking off the top jig and having to redo the whole shebang. Have you tried upsizing your leader to 6-8# test ??
Your "option" idea may work okay if you're basically dropping the rig straight down, but I still think that if you're casting/flipping those rigs at distance they'll likely tangle (but, I'm just guessing). You may want to give it a shot & see how it works (or doesn't).
How about making the second loop big without the jig then attach the jig by running loop through the eye and around the body of jig then pulling tight? Wouldn’t be a loop knot but would be easy to change.
How about one of these on the top loop they make these pretty small
