I did that on Lake Worth this past summer with a water skier who kept harnessing me and a friend while we were a rather productive dock. He would ski past us, around 200 ft from us, continue around 300 yards past us, then turn around and ski past us again going the other way. We would have to grab hold of our seats each time due to the huge waves he was generating by going so close to us as he pasted.
When he started his 3rd run I started recording him. On his fourth run he fall as he pasted us on his return trip. I moved to where he was to take a picture of his boat number. When he saw me approaching he got back into his boat. When he saw me taking a picture of the front of his boat, he yelled "What are you doing?" I told him I had videos of his going back and forth by us, creating huge waves each time he passed. I wanted a good picture of his boat number so the game warden could find him when I filed a criminal complaint against him for harassing fisherman as they fished. He told me I didn't own the water and if I didn't like him skiing past me I could go fish somewhere else. I explained the law to him and told him the videos I had of him repeatedly skiing past me and the waves he was generating proved he was intentionally harassing us.
He called me a few names and told me to go fish somewhere else as he was going to continue skiing by me, whether I liked it or not. He told me he had the right to ski anywhere he wished and in any manner he wished so if I didn't like it I could go somewhere else to fish. I told him I was still recording him. I recommended he explain his rights to the judge as the judge sentenced him for harassing fishermen. I told him I hope he was having fun, as the penalty for what he was doing was a $2000 fine and 180 days in jail.
He finally got the message and left. We never saw him again, although we fished that particular dock 3-4 times a week as it was generally very productive.
