It's a unit devised to tell you the water temp and pH and what color/colors are most visible to fish at the depth of the probe. And the water clarity (clear - stained - muddy) scales are used for which color or combo of colors is most visible under those conditions.
The unit came out back in the 1980's as a follow up to the Color-C-lector, which only had the color selection capabilities. The probes were on a 50' cable that wraps around the unit for storage. The bottle has neutral pH water to calibrate the probe with, and it also came with a chart that was used to identify the colors (if you look closely at the picture you'll see letters on each color, but they aren't the first letter of the actual color ... like O for orange or B for black ... so you had to look at the chart for their interpretation of what that color is).
This was primarily used in Bass fishing, and heavily promoted by TV Anglers like Bill Dance, Jimmy Houston, & Roland Martin. Spike-it came out with a digital version.
