Hey, buddy .... you'd probably be better off with a slip float than a "bobber" (ie: clip-on type), so you can avoid the "end over end" twirling of bobber & jig. Though you might have a problem with the "bobber stop" hanging up in the line on the reel or going thru the rod guides/tip (esp. on spinning gear). A lot of that depends on how deep you're fishing below the float, too.
In a 10mph crosswind, for any accuracy, you'll need to use a little "Kentucky Windage" in your aim. ( ie : a windage correction made by aiming to the right or left of the target in a crosswind. )
