I don't know if it is illegal, but it's sure rude.
Today I pull up to the ramp . People were standing around their ski boat on the trailer talking . They had about 8 small kids swimming on the boat ramp . I had to honk my horn to get parents to get kids off the ramp . Don't people watch their kids anymore ? It is illegal to swim on boat ramps is it not ?

It is not only illegal, but could be dangerous (glass, sharp rocks, mossy concrete, hooks & other sharp metal objects that fall off or out of launching/trailering boats).

Sadly people have become extremely inconsiderate these day. I was taught from a young age to stay out of the way and not tie up what others are there to use
I am no longer supposed to advise people with regards to dealing with rude people. They were testing you though. You can be certain of that.

Illegal or not common sense is typically in short supply when it comes to manners.

I can complain all I want, but one of those kids happily retrieved my boat when my launching rope came untied from the cleat, and I was standing on the dock holding it watching my boat drift away.
I try not to let the small things bother me, as long as they aren't in the way too much, they can swim all they want.
I've seen a lot of people fish at the COE launch areas (no fishing allowed, there are usually dedicated fishing areas nearby), as long as they're quick to move out of the way I really don't care, and will remind them that there are separate fishing docks.
