You need lever release magnets. Flip the lever and the magnet holds, flip it the other way an it releases. We use them all the time at work. This version has 50lbs of lifting force, which would be way more than you need. But you get the idea. Machine shops and metal fabrication shop use them.

Any pictures of these beams? I've fished areas with those 12" I beams under it before, if that is what we are talking about here. Big ol C clamp and a dock rope with the loops in the end. Put loop through the clamp and tighten it up, other end attached to a rope and to your boat cleat, takes about 15 seconds. Never thought to use the vice grip clamps like shown above, will be putting one in the boat in a few minutes!!!!

You need the dock line in this rig so it doesnt pop your clamp (or magnet I suppose) when your boat pulls against it with a force, like a boat wake rocking you. They are cheap, I have a few in the boat for tying up in different situations. Access Denied

Another tip, is for the old concrete walls/pillars... Take a few pieces of 2x4 and cut a wedge shape and screw an eye bolt in them. Hammer into a crack in the wall and clip your dock line/rope setup to the eye bolt. Same thing, stretch dock line keeps from yanking it out.

I'm gonna go with the magnets and see how that goes. We have used C-clamps (that I believe were too small) and they would stay in my boat and end up getting rusted. I like that dock rope you linked Kevin22....I appreciate your help and input!!

Put the magnet on top of the bottom flange of the beam. That way the force won't be pulling straight off the magnet but rather around the edge of the beam.

Vice grips with a hole drilled in the compression lever (in handle. the one that releases the clamp ) put a heavy ring in that to attach rope . Way less than some mentioned . I don't fish from a Ranger either . lol

Take two sections of small chain and two carabiners. Secure chains around beam or brace and tie or clip rope to carabiners. Not seeing the structure it might not be feasible, but if it is it will be easy to install and remove wherever and whenever needed.
