Good post. We have the same problem on Shenango Lake, here in western Pa. If they need water downstream, to the Mississippi River, then they take water from the lakes, in the chain, to provide that water. It has at times affected the spawn here, some believe. But if we get too much rain, then we get high water, and they won't take water off, cause they don't need it farther down the chain of rivers. In the end, you have to take the good with the bad.
