I use a DIY flutter spoon during the hard water season and have had very good luck. I usually fish the spoon 3 to 4 feet above the fish. To detect lite biters I use a spring bobber. If the fish are active they will charge the spoon and really pop the spoon. I do tip the spoon with a piece of a crappie nibble or a small piece of a power wiggler.
I have to admit I have not tried the flutter spoon during the soft water season. I will have to put it on my bucket list for next summer.
