OK...Lots of good guesses but Mbsbeek and ichabod go it right, it was Fred Arbogast from Akron, Ohio. One of his most iconic lures was the Hula Popper which came out in the early 40's. Fred sold his company to PRADCO in 1997 but several of his original lures are still being made today. The first two lures that I ever had was a Hula Popper and a Jitter bug.
