Look for them to go a little deeper out from shallow spawning grounds and use black and chartreuse jigs 3/4 depth down or minnows.
Red Rock in Ia is a Flood control Reservoir, it is 22 ft high, dirty with 54
degree water temp. Where would you start and what technique would you use? Thanks for your help.

Be safe and good luck fishing
We are doing good on the lakes with small gulp 1" minnows under floats, 4-5' deep. Last week they were over 15-20' of water, now they pushed in close to the shorelines (I assume looking for food, the bait probably went shallow). Wind blown shorelines on light wind days, points of bays, and timber. I don't fish red rock, but we aren't that far apart! Just 3 days ago the water was 45-46 degrees, now it is mid 50's with these last 3 days in the 70's with sun. Still about a month away from the spawn, but the females are putting on a feed right now to finish those eggs!
Real bright colors not far from where they spawn with added scent and possibly flash .....
It’s quite possible that they might want it very still in those water temps as the bait isn’t likely moving fast yet

I would search for them by positioning my boat 75ft from shore, casting near shore cover and watching the electronics occasionally. The cover may be very different with water way up high picnic tables may be the best crappie cover who knows.

Is there current?
What electronics are you running?
Is the water usually muddy?
What kind is structure does the lake have?
These are questions I'd need answers to before giving any advice....
22' high.... that's a lot of water....
No current. Using SI & DI, it is not usually muddy when not high, not a lot for structure other than drop offs and rocky points, course with it being that high there is more structure under water than normal.
Thanks to all the other replies!
In muddy water I've found that the fish could be over deep water structure but suspend rather shallow and are be shallow.....
I'd scan in shallow for structure and be paying very close attention for suspended fish and work my way out to deeper waters....
Your fish finder is your best friend to find the fish at the time you're on the lake....
Another thing to keep on your mind is that muddy water can scatter the fish since they don't stick to cover when the water has low visibility...
You can also find them on drop offs.....
I made a vid when my lake was super muddy and spider rigging drop offs was the ticket..... you're welcome to check it out and hear more details of what I did to put fish in the boat....
Hope you don't mind me posting the vid but here it is....
That’s too much water over normal pool for me to even deal with. What ramp was made to handle water that high? My advice is to find a more stable lake as close as possible to fish. Good luck finding a place to launch or even shore fish with water that high over normal pool.
