actually it is for your loose line when you don't have a lure on your pole but this is a nice way to use it for sure.

I thought it was to hold the line when you removed the spool. I usually just tie to a guide when no lure attached.
I don't know what it was intended for by the manufacturers but I certainly know how I am going to use if from now on. I normally start out from the bottom when fishing a slip and slowly raise the line up with my left hand till I find the crappie. I've always had some problems getting back to that level since I must guess at the amount of line I've raised with the left hand.
Now I am going to raise the rod tip to keep the pressure on while I fasten the line at the spool under that tab.

You are correct, it’s a “line clip”. Used to snug up line when reel is not rigged. While the idea is sound in principal if one is using fine diameter lines it would be a big no no. Set the hook and cut the line. I use lines that are .105mm in diameter.....it would snap every time you hooked a fish. For heavier lines I’m sure one could get away with doing that.

Your drag won't work doing that.
There is a work around both issues, do not clip your line at the exact depth you want to fish. Instead peg your line 3 or 4 cranks lower than your desired depth then you will have some room to work drag and no worries about hook sets. It's a lot easier to just remember to reel in 4 turns after you have released your line to the clip and go from their.
Or you could always just wrap a rubber band around the spool when you find the right depth.
