Any GPS app will do that including Goople Maps.
What phone do you have? Some have advanced features that make hiking apps more friendly. Some older models do not have accelerometers and gyroscopes which help makes simulated compass navigation practical.

You can type your coordinates on a computer drop them into Google maps save the map into your account them open that map on your phone. You have to save an area on your phone if going outside cell coverage or if you don't want to use your data.
The more I thought about this I realized that the standard 15 meter error of consumer GPS will make this impossible. Consumer grade GPS was never designed to find an exact spot and only survey grade equipment will do this.
I'm experimenting with some averaging apps to see if they actually increase accuracy.
One thing you should know is that most online maps are geo coordinated for cartographic purposes and you cannot get precise coordinates from their images. In other words you can't use them to test the accuracy of a GPS app.
As you can tell this stuff intrigues me :-)

I want an app that let's me stand on my dock, have my phone over water and show me structure and crappie on them. Is that too much to ask for?
