Here in washington at night i have always caught fish verticly fishing under halogen dock lamps, or I have caught them by swimming jigs about 6" to 1 foot under the surface by halogen lamps(i've caught more slabs this way). Another popular night fishing tactic for me is finding a lake with a nice good algea bloom (with a halogen light over the bloom) on it and flipping it with jigs, just like you would with bass and hycinths or lily pads. If the bloom is thin enough swim the jig through it.
