A small minnow shaped Rapala or other brand of jerkbait might work. Personally, I'd be throwing a 1/32oz marabou Roadrunner ... but, hey, that's just me
Is there an effective top water lure for crappie when they're in the shallows of an evening?

Not strictly topwater, but I have had good success with a small Husky Jerk. I usually have one tied on at least one rod all the time.
I've never caught them on a top water bait but like pappy said just under the surface on little Rapala's.

I've got one of those, about an inch long. Barely runs under the surface.

I've heard of people using fly rods, but I'm not sure if they throw surface baits or not
They will take a floater, but its rare. Usually a bream will beat them to it . If they are on the surface, I like to use a small jig and long line on the jig pole. flip the jig out and drag it back just under the surface.
I've caught alot of crappie on the surface with my fly rod. They love mayfly ' s .
i watch the crappie in them 2 ponds i posted about smash grasshoppers in the summer when the grasshoppers are abundant
