I'd try them all but will focus on the edges of the mudline first, then the clearer water ahead of the mudline. Fish the muddy water last if I'm not having luck with the first two.
let's say it rains 5 inches in a quick minute
you hit the water a few hours later
the lake is rising FAST
do you pitch to the mudline ?
or into the muddy water ?
or into the clearer water ahead of the mudline ?

My guess the mud line.
I'm trying the clear water ahead of the mudline myself. Maybe start at the mudline and try to keep ahead of it.
I have this situation at my local lake I'm sure. Lots of rain last night, some pretty good flooding.

I'm fishing the clearer water each and every time. I drove by White Rock Lake yesterday and the entire lake was very muddy and the creek was way over it's banks.
On the edges for me.

I also cast into the line of dirty water and retrieve my bait (mostly a curlytail here) out into the cleared water with the direction of the water flow. Here the Crappie like mixing water.
