Soap and water goes a long way. Try that first and get more aggressive as needed. Next thing would be something like soft scrub with a paper towel, then scrubbing with an abbrasive pad like a 3M scotchbrite. Last ditch is a medium, followed by a fine sand paper. Once clean, you can get a cork conditioner and sealer from mudhole.com.

Good tips already, once the top soiled film is gone let e'm dry good and then apply U-40 cork seal.
