Go buy a bale of alfalfa and take a 1/4 of it and wrap it in chicken wire tie some bricks to it sink it. Also I’ve heard rice brand in a sock but never personally tried it

Dry dog food in a croaker sack, weighted down.
Or Alfa cubes tied up in a onion sac! Will have alge growing in less than a week!
The Question was what HOOK to hold the Minnow. I have some small hooks with a weed guard I have no Idea where I got them , they look like a cross between a short shank and a circle hook with a wire guard that hooks under the point.. I have about 10 of them and have never lost one of them Fishing

All you guys Responding are on track because feeding minnows is what it takes to bring in numbers of Bait fish. smaller fish also feed on Plankton in the water. I am no Biologist but I think the deeper the Structure the Less the amount of Plankton. Shad feed on Plankton and will rise close to the surface to feed. I have used those Cattle cubes Fishing For Catfish and it will bring in the Cats by the Hundred their stomach packed full and still feeding. those big sacks will keep the Cats from eating it up The cats will just eat the Minnows .. The Alfalfa Bales would be Better
