The idea behind making new laws is noble but don't they realize that this was a 100 year storm. So the next time there is such a storm, a hundred years from now, none of us will be around to help. So all of the time spent training, getting certified, and paying the fees will be for naught. They're talking about doing this to protect the navy from lawsuits and such if someone gets hurts or God forbid, a boat capsizes and people drown. You know some ambulance chasing lawyer will be there to take you to court and put the blame on you. My thinking is if they want to pass a law to help things out is to pass a no fault law. There are many such laws already on the books that pertain to other situations so why not have one for emergency responders helping save people who are stranded or who's lives are being threaten by flood waters.
