    It difinitely wouldn't hurt to have trailer backing placed as a requirement to get a drivers license, but I don't know how you could implement a "common sense" section to keep such ridiculous scenarios from happening.
    Pass the "Sportsman Baton" on before you're gone, promote values for others to hunt and fish upon.
