If Ind. went to 4 poles some would want 5, if Ind went to 5 some would want 6, if Ind went to 10 some would want 11, etc. Why don't the some just ask to be able to use a drag net, toss it out, troll thru a crappie school, roll it in, count out your 25 and go home after 1/2 shour. This is kind of like deer drives, I don't agree with this method either.
Its call fishing and hunting for sport, give your quarry a chance.
I agree with the idea you have someone will always want more, BUT a limit is a limit and with that said, I think the fine for being caught with more than a limit should be a lot higher. The number of poles used would just dictate the time spent fishing. Personally I prefer the time spent because it's so peaceful out on the water, well most of the time.
