The emergency rule allowed for the use of these baits the entire year, expiring January 1, 2013. Now that we have passed that time frame, a new rule would have had to have been put into place in order to make that a permanent change. However, for a variety of reasons, that wasn't able to occur, and you can't simply renew or extend an emergency rule. As such, in 2013, umbrella/A-rig baits will now be restricted to a maximum of 2 baits with hooks intact. You can cut off the extra wire arms, or simply run some type of hookless teasers if you'd like, but only two baits attached to the rig can have hooks in them.

The Reg. Book didn't mention anything about the A-rigs, but does state the old two hooks per line. I see people getting tickets for not knowing.

Not a problem, I dont use them but would hate to see anyone get caught and get a ticket for them if they used them last year and still think they can this year since the book doesnt mention the change.
