I'm far from an expert on Shelbyville but in my opinion the time frame you are wanting to come can be a bit of a crap shoot.
November through ice up is better I feel. Don't mean you won't do well before, just my two cents.
I'm going to attach a link that is a few years old now, but most of the guides and places to stay are still active.

There are gps coordinates for fish cribs in the lake available through the Corp of Engineers website that covers this area. You can also purchase laminated copies at a few of the local tackle shops.
Since the above publication was made we have had a few more guides and places to stay become available.
There are two Facebook lake Shelbyville fishing report pages that have lots of good information also.
I'm local and have fished with Cleland Outdoor Guide Service several times and always do well. That said if you can't book them we have several other guides that do a great job as well.
