A ST plate is actually for semi trailers. It combines tractor and trailer weight to the tractor plate. So if you put a ST plate on you boat trailer. It combines your truck and boat trailer weight to the truck plate. So if your truck and boat trailer weigh under 8k then your good. But heres the kicker. If you get stopped by the right cop or game warden they can call DOT in and inspect your truck and trailer. Will your trailer be legal in other states with a ST plate? No idea. In Illinois it is if want to take the risk. I called the local DMV down here and they all told me the same thing. Yes its legal. Thats what i gathered from asking round.

I think the ST plates fall under a commercial rating so it is subject to a states commercial DOT regs.
Some of the bass pros started running higher weight rigs and appropriate plates and found out the hard way when certain states pulled them over and asked for registrations and trip logs for commercial use and were SOL.
The DMVs are very good at writing ambiguous rules and collecting outrageous fees and fines.

As acwd1950 said. Permanent ST plates good for 8000# if your tow vehicle has B truck registration. Truck, cargo, boat and trailer must be under 8000# combined. $19 one time fee. Convert any trailer plate you want to ST but they're only good for the weight that your tow vehicle is registered for.
