The trailer plate class is not dependent on any tow vehicle specs.
The plates are for the actual vehicle or trailer, not a combination.
Have not seen anything like this in print from the Sec. of State.
Just had a talk with the DMV.
This is not true but they are aware of a current scheme being used to reclassify semi trailer plates to recreational trailers. Even when successful in the transfer, police do not recognize it as legal. They also said that there is a proposal to lower the trailer fees for next year. It has not been passed yet.

HB5306 | Illinois 2019-2020 | VEH CD-PERMANENT TRAILER PLATE | TrackBill
Help me if I'm wrong, but...I did some research on this topic with a lot of questions to to DMV and IDOT officials. I felt there were several gray areas to consider. I have cleared my concerns except for Illinois law enforcement recognition of the TL classification. I was informed that it could be answered as government approved. One DMV agent I talked to had applied the TL plates to three trailers. I have changed four trailers with two of which are boat trailers. RV trailers do not qualify. The plates are permanent , of course which means, NO renewal fee. I was told it was obvious why it is not advertised. My own opinion is that some fat bastard of a law maker in Springfield has a mowing business with 40 trailers and slid the bill thru on the back of something else, and won't last long. But one thing I was told that if changed, the former ruling is grandfathered -in. WOW. I've put it to the test, so I guess we will see......

Truck and Trailer License Plates
I too reviewed all of those plates and a couple pages and never found them either. Don't know....

Since I already renewed my boat trailer plates at the $118 fee, I'll wait until next year and if this bill passes, only renew at the annual $18 fee. I'll be moving to Texas before I racked up enough $18 fees to equal the permanent plate cost. My flatbed trailer is sharing the boat trailer plate until I move too. That I'll sell before I move.
I used to be indecisive. Now I'm not sure.
Fodder for the rumor mill-- A fella told me this morning that he registered his trailer in the state of Main for $250 for 5 years. He said don't need to live there. I don't intend to need that service. Mine are all finding homes out of state- permanently.
