It is official that the 17 year brood is hatching in my area. There are maps that show where this is taking place each year so look to see if they are in your area. It can take a few days before the fish figure out that they are edible so do not give up. Just smack them down on the water and watch for a fish to come up and make a boil on the surface.
I assume you could just string one on a hook but it is easy to tie a imitation from some black closed cell foam and a little orange calf tail or whatever you may have. There are plenty of videos on tying them but I can assure you they do not have to be pretty as the fish will take any reasonable looking offer from my experiences.
It was 17 years ago that I experienced the last emergence and I can remember some of the great fishing in detail I had. Good luck and do not let those chirping males get on your nerves.
