    Yes it is but only the pay ramp on the Volusia side.South side, Seminole County, is still closed.
    Monroe is normal operational but the river is still no wake. But be forewarned, there are hazards.
    We saw this on Monday. Had the seagull not been sitting on it, you could have missed it. Fortunately we were fishing not running.
    And yes they were bitting in Monroe.
