Talquin in the best, but Dead Lakes at Wewahitchka, FL is closer to PC/Seagrove area. It holds crappie. Even closer is Deer Point Lake just north of Panama City. It has crappie. Be aware all of these waters are shallow compared to Reelfoot and Kentucky.
Only minutes from Seagrove is the Choctawhatchee River system. Locals are gearing up right now for bream, catfish, and bass on the river system. Crappie are taking a back seat now but can still be caught. Boat launch 10 minutes from Seagrove will get you to the river system if you don't mind a 2 or 3 mile run across open water...or you can make a 20 minutes drive and launch on a river feeder creek.
Plenty of places to small boat fish close to Panama City/Seagrove area.
