Problem solved. Go to Wall-mart and get some aluminum foil, drill bits, and cheap black plastic outdoor spray paint.

Tear off a little foil and fold up the sides. Spray a little plastic paint into the foil. Use the end of the drill bit and dab it into the outdoor plastic paint. Tap the bit on the lure where you want the eye hang the lure by the tail with tiny closepins you got from hobby lobby and glued one end to a rack. Let dry.
