I will definitely let you know when it might not be clothing dye that I use. I will probably use a commercial that I used to dye my feathers with.

Try mixing dye powder with PVC primer and dip the lure.
You can also try mixing dye with car paint thinner.
Spike-it is expensive but lasts a lonnng time.
For surface painting, use artist acrylic paint.
IF its a powder pigment it just might work. I would be cautious of the liquid type. Good thinking, I never thought about it. Let us know of your findings.
