A lot of people go by the rule of thumb: structure should be half as tall as the water is deep that it is going in. So if your putting your brushpile in 22 FOW, the structure should be 11 feet tall. Seems like stakebeds are the ones most common to NOT follow this rule.

If you are providing structures that promote spawning, 12 to 18 inches is the recommended heighth for most fish to comfortably be under for protection.
I realize this answer doesn't apply to your question, just have been reading lately about helping fish to recover in low number waters.
We're finding that our structures really don't need to be over 3 foot tall as the largest slabs seem to always be near the bottom. Why make them easier for people to snag them and possibly hit them during low water and damage the stakebed.
If we put any Bamboo out though I'll probably still go with the half the water column as a general rule. Seems to work pretty good.
